agree to/ with, discriminate against/ bet ween, angry at/ with/ about.

Idioms consisting of verb plus preposition (arrive at in arrive at a solution) are prepositional verbs,while those consisting of verb plus adverb (make up in make up a story) are phrasal verbs.
Prepositional verbs require a complement:
We have looked into the matter:
They dispensed with his services;
My assistant cannot cope with the work;
I have invested in some shares.
The complement may become subject of a passive sentence, hence leaving the preposition at the end:
The matter has been looked into: His services were dispensed with.
Phrasal verbs may be intransitive (without an object):
They will not give in; Sales have fallen off;
The deal has fallen through.

I will confine my remarks to the amendment (to is a preposition);
You have not made allowance for interest payments (for is a preposition);
They are no longer prepared to put up with his frequent absences (up is an adverb, with a preposition);
We must cut down on waste (down is an adverb, on a preposition);
